Whistleblowing Policy

TOA Cambodia is committed to operating with honesty, integrity, and transparency. This policy provides a safe, confidential channel for employees, contractors, resellers, and the public to raise concerns about suspected misconduct, illegal activity, or policy breaches — without fear of retaliation.

  • Financial fraud, theft, bribery, or corruption
  • Health, safety, or environmental violations
  • Discrimination, harassment, or abuse
  • Conflicts of interest or misuse of company resources
  • Breach of legal or regulatory obligations
  • Data privacy or cybersecurity incidents
  • Any other serious misconduct or breach of company values

All reports are treated as strictly confidential. Information is shared only with those directly involved in investigation. TOA Cambodia will make every reasonable effort to protect your identity. Anonymous reports are fully accepted and investigated to the fullest extent possible.

TOA Cambodia strictly prohibits any form of retaliation, victimisation, or unfair treatment against anyone who raises a concern in good faith. Any employee found to have retaliated against a whistleblower will face disciplinary action up to and including termination. Good faith means you genuinely believe the information to be true, even if investigation finds it unsubstantiated.

  • Reports are received by the designated Compliance Officer
  • Acknowledgement within 5 working days
  • Initial assessment completed within 10 working days
  • Formal investigation initiated where required
  • Outcomes communicated to the reporter if contact details were provided
  • All records retained securely for a minimum of 5 years

This channel is for genuine concerns raised in good faith. Reports made maliciously, knowingly false, or for personal gain are a serious misuse of this policy and may result in disciplinary or legal action against the person who submitted the false report.
